Two industrial projects undergo virtual TOP inspections

In April 2021, two industrial projects commissioned by JTC Corporation successfully underwent virtual temporary occupation permit (TOP) inspections, piloted by JTC and the Building and Construction Authority (BCA). Instead of conventional physical TOP inspections, these projects were inspected virtually, utilizing 3D data compiled through 360-degree photo captures and laser scanning technology. JTC estimates that this new process can reduce the time and manpower required for inspections by up to 30 percent.

Following these successful pilot inspections, JTC and BCA worked together to develop virtual TOP guidelines for JTC projects, with the aim of eventually implementing these guidelines for a much wider industry framework. BCA is currently formulating a set of technical requirements for the industry, based off of the pilot trials with JTC and other stakeholders. The details of these guidelines will be released as they become available.

Tan Chee Kiat, Group Director for Engineering at JTC, expressed enthusiasm about the successful virtual TOP pilot and the subsequent development of the virtual TOP guidelines. JTC is actively pursuing digitalizing its construction processes, and with the virtual TOP inspections being a success, they anticipate being able to implement the virtual process to all JTC projects.

In addition to TOP inspections, JTC has also begun utilizing virtual technologies to manage their construction sites. 360-degree reality capture solutions enable coordination, progress tracking, documentation and reporting of these sites, and initial trials have indicated potential man-hour savings and productivity gains of up to 50 percent across the construction value chain. In order to capture these savings and proliferate the use of reality capture technologies in the industry, JTC launched a tender to use such technologies at all JTC-managed projects.
